Road & Sidewalk Improvements
KDOT Project Update Page
Reconstruction of current two-lane asphalt roads to new divided 4-lane roadway with curb & gutter, bike lanes and sidewalks along 103rd Street, Lexington Avenue and Astra Parkway.
The project is being done in five phases and should be open December of 2024:
- Phase 1: Astra Parkway
- Phase 2: East/North Bound Lexington Ave
- Phase 3: 103rd St. from Edgerton Rd. to Astra Pkwy
- Phase 4: West/South Bound Lexington Ave
- Phase 5: 103rd St. from Evening Star Rd. to Edgerton Rd.
Updates
November 22, 2024: Construction on Astra Parkway is now complete, with the roadway fully open, including all four entrances to the new Panasonic electric vehicle battery manufacturing facility. Work on the new southbound lanes of Lexington Avenue has also advanced, and traffic has been shifted into its normal configuration. In the coming weeks, crews will complete grading, seeding, pavement markings, signage, and other finishing tasks as the project team approaches project completion before the end of 2024.
April 19, 2024: Starting today, northbound traffic on Lexington Avenue will be open on new pavement; southbound traffic will be open on the old pavement through approximately Monday, April 29, 2024. Beginning April 29, ALL TRAFFIC will use new pavement; access to properties will be maintained.
March 29, 2024: In February, crews doubled down – literally – on progress, utilizing two paving crews working simultaneously to take advantage of the unseasonably warm winter weather. In a single day, crews placed more than 1,800 cubic yards of concrete paving along West 103rd Street, making major strides toward the project's completion date later this year. In March, the project team reached a major milestone with the completion and opening of Astra Parkway south of West 103rd Street, along with the new roundabout.
Along West 103rd Street, pavement has been placed west of the Astra Parkway roundabout through just east of the Edgerton Road roundabout. As this progress continues, the project team is excited to open access to the Sunflower Ball Fields by Memorial Day, nearly seven months ahead of schedule.
November 20, 2023: The first roundabout on KDOT’s De Soto Local Road Improvements Project — located at the Astra Parkway intersection — is officially taking shape as crews have poured the first 300 cubic yards of concrete. Additional pours and hand finishing work are scheduled in the coming weeks.
August 1, 2023: West 103rd Street will be closed west of the Sunflower Baseball Fields. There will be no access to the Sunflower Baseball Fields for the remainder of the project. Additionally, a portion of West 103rd Street will be closed west of Evening Star Road. Evening Star Road will remain open; however, anyone who lives on 103rd Street west of Evening Star Road will need to use North 1400 Road to access K-10.
June 19, 2023: Road closures are anticipated to begin on West 103rd Street between the Sunflower Baseball Fields and Astra Parkway. The Sunflower Baseball Fields will remain open and accessible on West 103rd Street via Evening Star Road through July 31st. Routes and closures will be clearly marked. Our number one priority is the safety of the workers and the public – please follow all posted notices to ensure the safety of all.
Purpose
The purpose of the project is to provide an improved roadway for development and growth in De Soto. Expanding the current 2-lane road to a new divided four-lane roadway with curb & gutter, bike lanes and sidewalks.
Benefits of improving the roadway include:
- Increased safety for vehicles and pedestrians.
- Improved travel times for commuters.
- A transportation system designed to service new businesses and future growth.
- Improved response times for emergency services.

WHY?
The purpose of the project is to provide an improved roadway for development and growth in De Soto. Edgerton Road will be expanded to three lanes with sidewalks from Highway K-10 south to 103rd Street.

WHAT?
Edgerton Road is being reconstructed to a 3-lane corridor with sidewalks and bike lanes. The current estimate of the Edgerton Road improvements is $6 Million.
WHERE?
The project location is along Edgerton Road, from Highway K-10 on the north to 103rd Street on the south.
WHEN?
Design and pre-construction tasks were completed in 2022. Construction of road improvements began in January 2023 and are expected to be completed by October 2023.

WHAT SHOULD I EXPECT?
Community infrastructure projects such as roads, sewers, water lines, storm drainage, energy, and communications can be disruptive during the planning and construction period. Once complete, the community benefits from the infrastructure needed to support a high quality of life and growth for the future.
- CONSTRUCTION PHASE: You can expect heavy equipment and trucks, travel delays, and nuisance dust and noise during construction and installation. Generally, hours of operation for construction are limited to 7 a.m. to 7 p.m. M-F and other times with special permission. Roads may be temporarily closed, and utility services shut off for short periods of time. Delays and changes in travel routes can be expected throughout construction. There may be reduced access to property, sidewalks, and driveways.
Water & Wastewater Improvements
Additional 5 miles of sewer lines - including a new pump station - from Astra Industrial Park to the Wastewater Treatment Plant, traveling along Sunflower Road, 95th Street and Kill Creek Rd. to service the Astra and Flint development area.

Purpose
Additional wastewater collection lines and a new pump station is needed to handle the new Panasonic battery plant, Astra Enterprise Park, and surrounding area.
A pump station, also known as a lift station, is a crucial part of a sewage system. Its main function is to pump wastewater from a lower to a higher elevation, especially when the gradient of the terrain does not allow for a natural flow.
As the area expands, there is an increased demand for wastewater services. The construction of a new pump station, along with additional sewer lines, will ensure that the wastewater collection system can handle the growing needs of the community. Additionally, by expanding the system, the project will help the city comply with federal and state regulations regarding wastewater management.

New sewer lines and a pump station are being constructed to service the Flint Commerce Center. The wastewater collection system expansion includes construction of about 1 mile of new gravity sewer lines and about .5 miles of force main.

This project is needed to accommodate the growth of the Flint Commerce Center and the surrounding area.

Construction of a new Elevated Water Storage Facility with a capacity of 2 million gallons per day (MGD)
Water Tower Project Printable One Pager
Purpose
The new water tower is being built to ensure that De Soto has a reliable water supply to support new industry and development. As the city grows with residential, commercial, and industrial developments, there is an increasing need for a dependable water supply. The new water tower will provide several benefits:
- Ensuring an adequate water supply for daily use.
- Maintaining reliable water pressure during peak usage times, such as early morning and evenings.
- Providing enough water for emergency situations, such as firefighting.
Additionally, by constructing this new water tower, De Soto will maintain control over its water supply, ensuring that the community is not reliant on external sources for drinking water.
Where
The new water tower will be located on the north side of 103rd Street and east of the
Lexington Avenue intersection. It is north of the Astra Enterprise Park.
When
The new water tower is currently in the engineering design phase, and the anticipated completion time is 2025.

Expansion of the De Soto Water Treatment Plant - located on Astra Parkway. - increasing the capacity from 2 Million Gallons Per Day (MGD) to 8 MGD.
Water Treatment Plant Expansion Project Printable One Pager
Purpose
The purpose of expanding De Soto's drinking water treatment plant is to meet the increasing demand for water. These upgrades will significantly increase capacity, ensuring a sufficient drinking water supply for current customers and future growth in De Soto.
Where
The main project is located in the Astra Industrial Park, at the end of Astra Parkway, but there will also be improvements to the City’s raw water system adjacent to the Kansas River.
When
The feasibility study for water system expansion was conducted in 2022, engineering design for the system expansion occurred in 2023, and construction started February of 2024.
The expansion should be completed by Spring 2025.

Expansion of the De Soto Water Treatment Plant - located west of Riverfest Park - increasing the capacity from 1.3 Million Gallons Per Day (MGD) to 3.9 MGD.

Park & Facility Improvements
City Hall renovation project is currently in progress.
Purpose
The purpose of the project is to accommodate additional city personnel to better serve the De Soto community. As De Soto grows, additional staff are needed to provide the services required to maintain our infrastructure. The second story of city hall will be renovated for new personnel and expanded services, including space for the EDC and Chamber.
Benefits of renovating the second story of city hall include:
- Cost efficient to house city personnel in an existing building.
- Work efficiency for staff to collaborate and work together to better serve De Soto.
- Meet the office space needs of a growing staff with cost and construction time savings.
- A professional work environment promotes employee retention.
Construction of a 10-foot wide recreational trail along the east side of Sunflower Road, from 91st to 103rd Street.

Construction of De Soto's first City-owned disc golf course at Riverfest Park. This project is revitalizing the longstanding vision for a disc golf course in the Riverfest Park Master Plan.
The Riverfest Disc Golf Course project aims to transform 21 acres within Riverfest Park into a premier disc golf destination. Drawing inspiration from successful courses like Cedar Ridge in Bonner Springs and Hobby Hill in Gladstone, our design team envisions a course that is both challenging and picturesque, with iconic holes showcasing the scenic views of the river.
Course Features
- Tournament course with 18 holes
- Two baskets per hole - shorter distance baskets for novice players and longer distance baskets with more difficult flight lines for advanced players

- Large tee pads, at least 6’ x 12’

The new Sunflower Fire Station will support the city's growth, strengthen emergency response, and prioritize firefighter health and safety. Centrally located, it will replace De Soto’s current 80-year-old facility, ensuring the community is served by a state-of-the-art facility built for the future.
