Utilities
The City of De Soto provides water and wastewater service for most residents and business and contracts with Honey Creek Disposal for dependable trash and recycling services.
Utility Statements
Utility statements are mailed at the end of every month and include all provided utilities - Water (WA), Wastewater (SW), Trash (TS), & Recycling (RC). Bills are due by the 15th of the following month.
Utilities Service Contract
Are you a new resident? You will need to complete a Utilities Service Contract.
- Online Application (Aplicaciones en Linea)
- Email or Fax Application (Contrato de Servicios)
- Apply in person at City Hall or complete the online form.
There is a $30.00 connection fee that applies to ALL new water contracts. If not paid at time of request, it will be added to the first month's bill.

Want to pay your utility bill online? Use our online bill pay system to submit your payment.
Debit Authorization
Want to sign up for automatic billing? Fill out this online debit authorization form. We will automatically deduct your monthly utility bill directly from your bank account.

Pay bills via text message!
- Call 877-252-1812 and select option 4 to sign up for “Text-To-Pay.”
- Follow the voice instructions and enter the requested information (i.e. account number and payment info).
- Once registered, you’ll receive a confirmation text. Reply with “VERIFY” as prompted, and you’ll get a text confirming your enrollment in Text-To-Pay.
When a new bill is available, the system will text you, asking if you’d like to pay via text. Reply to the text with “PAY,” and you’ll receive a confirmation text with the receipt number.

Understanding Your Utility Bill
Common Causes for Higher Charges
There are several reasons why your utility bill may be higher than expected. Here are some possible explanations:
- Increased Usage – Your bill reflects how much water and sewer you use. Seasonal changes (such as watering lawns in the summer or running heat in the winter) can cause higher usage.
- Billing Period Length – Some billing cycles may be slightly longer than others due to weekends or holidays, leading to a higher-than-normal bill.
- Leaks or Running Water – A hidden water leak, a continuously running toilet, or a dripping faucet can significantly increase your bill. You can check for leaks by monitoring your water meter before and after a period of no usage.
- New Appliances or Household Changes – Adding a new irrigation system, pool, or high-usage appliance (such as a dishwasher or washing machine) can impact your bill.
- Multiple Billing Charges – Your bill may include charges for past-due amounts, deposits, or service fees in addition to your current usage.
- Trash and Recycling Fuel Surcharge – There is a fuel surcharge provision in the city's trash and recycling contract. If the national average price of diesel fuel exceeds $3.65 per gallon, a surcharge is applied. If this surcharge is in effect, it could increase your bill.
- Estimated vs. Actual Readings – If your meter reading was estimated instead of an actual read, for whatever reason, the bill may reflect an adjustment when the next real reading is taken. If a meter was estimated, you’’ll see an “E” next to the readings shown on the bill.
For specific inquiries about your bill, contact our Utility Billing department directly at 913-586-5271. They can provide detailed information and assistance regarding your account.
Penalties are applied at 10AM on the first business day after the bill due date (15th of each month) regardless of if the first business day is a Monday.
Water Disconnections happen on the first business day of the month at 10 AM. Any payments received before 10AM will be considered on time and accounts will not be disconnected. If you are making a check/cash payment on the day of disconnections, make sure to submit those in person at the front counter. The utility drop box is only checked once at opening time (8AM) and is meant for payments dropped off after hours.
